中共中央办公厅国务院办公厅印发《关于进一步加强财会监督工作的意见》的解读

近日,中(zhong)(zhong)共(gong)中(zhong)(zhong)央办公厅、国(guo)务院办公厅印发了《关(guan)于进一步加强财会(hui)监督工作的意(yi)见》(以(yi)下简称《意(yi)见》)。日前,财政部(bu)负责人就《意(yi)见》有关(guan)情(qing)况,回答了记者的提问(wen)。

问:请介绍一下《意见》出台的背景和重要意义。

答:以(yi)习近(jin)平同志为(wei)核心的(de)党(dang)(dang)中央(yang)(yang)总揽全(quan)(quan)局、审(shen)时度(du)势,作出健全(quan)(quan)党(dang)(dang)和(he)国家(jia)监(jian)(jian)督(du)(du)(du)(du)体(ti)系(xi)(xi)的(de)战略部署,将财(cai)会(hui)(hui)监(jian)(jian)督(du)(du)(du)(du)作为(wei)党(dang)(dang)和(he)国家(jia)监(jian)(jian)督(du)(du)(du)(du)体(ti)系(xi)(xi)的(de)重要(yao)组成部分(fen),为(wei)新时代推(tui)进财(cai)会(hui)(hui)监(jian)(jian)督(du)(du)(du)(du)工作提供了根本遵循。习近(jin)平总书(shu)记在十九届(jie)中央(yang)(yang)纪(ji)委四次全(quan)(quan)会(hui)(hui)上发表(biao)重要(yao)讲(jiang)话,强调(diao)要(yao)完善党(dang)(dang)和(he)国家(jia)监(jian)(jian)督(du)(du)(du)(du)体(ti)系(xi)(xi),以(yi)党(dang)(dang)内监(jian)(jian)督(du)(du)(du)(du)为(wei)主导,推(tui)动人大监(jian)(jian)督(du)(du)(du)(du)、民主监(jian)(jian)督(du)(du)(du)(du)、行政监(jian)(jian)督(du)(du)(du)(du)、司法监(jian)(jian)督(du)(du)(du)(du)、审(shen)计监(jian)(jian)督(du)(du)(du)(du)、财(cai)会(hui)(hui)监(jian)(jian)督(du)(du)(du)(du)、统计监(jian)(jian)督(du)(du)(du)(du)、群众监(jian)(jian)督(du)(du)(du)(du)、舆论监(jian)(jian)督(du)(du)(du)(du)有机贯通(tong)、相互(hu)协调(diao)。在十九届(jie)中央(yang)(yang)纪(ji)委六次全(quan)(quan)会(hui)(hui)上,习近(jin)平总书(shu)记指出,审(shen)计监(jian)(jian)督(du)(du)(du)(du)、财(cai)会(hui)(hui)监(jian)(jian)督(du)(du)(du)(du)、统计监(jian)(jian)督(du)(du)(du)(du)都是党(dang)(dang)和(he)国家(jia)监(jian)(jian)督(du)(du)(du)(du)体(ti)系(xi)(xi)的(de)重要(yao)组成部分(fen),要(yao)推(tui)动规范用权(quan),及时校准纠偏,严(yan)肃财(cai)经纪(ji)律。2022年(nian)4月19日,习近(jin)平总书(shu)记在中央(yang)(yang)全(quan)(quan)面深化改革委员会(hui)(hui)第二十五次会(hui)(hui)议上再次强调(diao),要(yao)严(yan)肃财(cai)经纪(ji)律,维护财(cai)经秩序,健全(quan)(quan)财(cai)会(hui)(hui)监(jian)(jian)督(du)(du)(du)(du)机制。 

党(dang)的十八大以来,财(cai)(cai)(cai)(cai)(cai)会(hui)监督(du)(du)在推进全面(mian)从严治党(dang)、维护(hu)中(zhong)央政(zheng)令畅通、规(gui)范(fan)财(cai)(cai)(cai)(cai)(cai)经秩序(xu)、促进经济社会(hui)健康发(fa)展等方面(mian)发(fa)挥(hui)了(le)重要作(zuo)(zuo)用(yong)。但也要看(kan)到,财(cai)(cai)(cai)(cai)(cai)会(hui)监督(du)(du)工(gong)作(zuo)(zuo)还存在一些问题(ti)和短板,财(cai)(cai)(cai)(cai)(cai)会(hui)监督(du)(du)体系尚待(dai)(dai)(dai)完(wan)善,工(gong)作(zuo)(zuo)机(ji)制有待(dai)(dai)(dai)理(li)顺,法(fa)治建设(she)亟待(dai)(dai)(dai)健全,信息化(hua)水平不高,监督(du)(du)能力有待(dai)(dai)(dai)提升,制约了(le)财(cai)(cai)(cai)(cai)(cai)会(hui)监督(du)(du)职(zhi)能作(zuo)(zuo)用(yong)有效(xiao)发(fa)挥(hui)。同(tong)时,财(cai)(cai)(cai)(cai)(cai)经纪律松弛现(xian)象(xiang)不同(tong)程(cheng)度存在,违规(gui)使(shi)用(yong)财(cai)(cai)(cai)(cai)(cai)政(zheng)资金、财(cai)(cai)(cai)(cai)(cai)务造假多发(fa)、会(hui)计信息失(shi)(shi)真、部分中(zhong)介机(ji)构“看(kan)门人”职(zhi)责失(shi)(shi)守等问题(ti),严重违反国(guo)家(jia)财(cai)(cai)(cai)(cai)(cai)经纪律,扰乱市场(chang)经济秩序(xu),亟需强化(hua)监督(du)(du)和治理(li)规(gui)范(fan)。 

随着(zhe)(zhe)全(quan)面(mian)(mian)深(shen)化改革向(xiang)纵(zong)深(shen)推进(jin),健(jian)全(quan)完(wan)善党(dang)(dang)和国家(jia)监(jian)(jian)(jian)(jian)督(du)体(ti)系(xi)(xi)(xi)进(jin)入(ru)到系(xi)(xi)(xi)统(tong)集(ji)成、协同高效的(de)(de)新(xin)阶段。做好新(xin)时期(qi)财(cai)(cai)会监(jian)(jian)(jian)(jian)督(du)工(gong)作,必须立(li)足当前、着(zhe)(zhe)眼(yan)长远,从(cong)体(ti)制(zhi)机(ji)(ji)制(zhi)上(shang)破(po)解难(nan)题,从(cong)能(neng)力(li)建设(she)上(shang)夯实基础(chu),加快(kuai)构建健(jian)全(quan)完(wan)善、保障有力(li)的(de)(de)监(jian)(jian)(jian)(jian)督(du)体(ti)系(xi)(xi)(xi),建立(li)协调配(pei)合(he)、运转有序的(de)(de)工(gong)作机(ji)(ji)制(zhi),切实提(ti)升财(cai)(cai)会监(jian)(jian)(jian)(jian)督(du)效能(neng),更好发挥(hui)财(cai)(cai)会监(jian)(jian)(jian)(jian)督(du)在党(dang)(dang)和国家(jia)监(jian)(jian)(jian)(jian)督(du)体(ti)系(xi)(xi)(xi)中的(de)(de)基础(chu)性、支撑(cheng)性作用。因此(ci),《意(yi)见》的(de)(de)出台是贯(guan)彻落实习(xi)近平总书记关于财(cai)(cai)会监(jian)(jian)(jian)(jian)督(du)重要(yao)论述精(jing)神的(de)(de)具体(ti)行动,是贯(guan)彻落实党(dang)(dang)中央、国务院关于加强财(cai)(cai)会监(jian)(jian)(jian)(jian)督(du)工(gong)作决(jue)策部署的(de)(de)重大(da)举措。《意(yi)见》对新(xin)时代(dai)建立(li)健(jian)全(quan)财(cai)(cai)会监(jian)(jian)(jian)(jian)督(du)体(ti)系(xi)(xi)(xi)、完(wan)善工(gong)作机(ji)(ji)制(zhi)等方面(mian)(mian)作出了(le)顶层设(she)计,对进(jin)一(yi)步(bu)健(jian)全(quan)党(dang)(dang)和国家(jia)监(jian)(jian)(jian)(jian)督(du)体(ti)系(xi)(xi)(xi)、推进(jin)国家(jia)治理体(ti)系(xi)(xi)(xi)和治理能(neng)力(li)现代(dai)化,对进(jin)一(yi)步(bu)推进(jin)全(quan)面(mian)(mian)从(cong)严(yan)(yan)治党(dang)(dang)、维护(hu)中央政(zheng)令畅通,对进(jin)一(yi)步(bu)健(jian)全(quan)财(cai)(cai)政(zheng)职(zhi)能(neng)、加强财(cai)(cai)政(zheng)管理、严(yan)(yan)肃财(cai)(cai)经纪律、维护(hu)财(cai)(cai)经秩序等方面(mian)(mian)都具有重要(yao)意(yi)义。 

问:请介绍一下《意见》的总体思路和内容框架。

答(da):《意(yi)见》以(yi)习近平新(xin)时(shi)代(dai)(dai)中国(guo)特(te)色社会主义(yi)思想为指导,深入(ru)贯(guan)彻党的二十大精神,完整、准确、全面(mian)贯(guan)彻新(xin)发展(zhan)理念,坚持(chi)以(yi)完善党和(he)国(guo)家监(jian)(jian)督(du)(du)体系为出发点,以(yi)推进(jin)国(guo)家治(zhi)理体系和(he)治(zhi)理能力(li)现代(dai)(dai)化为根本目标,注(zhu)重把握财(cai)会监(jian)(jian)督(du)(du)工作(zuo)的时(shi)代(dai)(dai)要求、职能定位、重点任务(wu),突出政治(zhi)属性(xing),对新(xin)时(shi)代(dai)(dai)财(cai)会监(jian)(jian)督(du)(du)体系、工作(zuo)机制(zhi)等(deng)方(fang)面(mian)进(jin)行科学谋(mou)划和(he)统筹设(she)计,推动新(xin)时(shi)代(dai)(dai)财(cai)会监(jian)(jian)督(du)(du)工作(zuo)高质量发展(zhan)。 

按照上述思路,《意见》从明确(que)财(cai)(cai)会(hui)监(jian)(jian)督(du)的(de)内涵(han)和工(gong)(gong)作(zuo)(zuo)要(yao)求、构建(jian)财(cai)(cai)会(hui)监(jian)(jian)督(du)体系(xi)、健全工(gong)(gong)作(zuo)(zuo)机制等(deng)方面,搭建(jian)起财(cai)(cai)会(hui)监(jian)(jian)督(du)的(de)“四梁八柱”。《意见》共五(wu)部(bu)分(fen)(fen)。第(di)(di)一部(bu)分(fen)(fen)是总体要(yao)求,提出(chu)新(xin)时代(dai)财(cai)(cai)会(hui)监(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的(de)指导思想、工(gong)(gong)作(zuo)(zuo)要(yao)求和主要(yao)目标。第(di)(di)二部(bu)分(fen)(fen)是健全财(cai)(cai)会(hui)监(jian)(jian)督(du)体系(xi)。第(di)(di)三部(bu)分(fen)(fen)是完善财(cai)(cai)会(hui)监(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)机制。第(di)(di)四部(bu)分(fen)(fen)明确(que)了(le)新(xin)时期财(cai)(cai)会(hui)监(jian)(jian)督(du)的(de)三大重点领域。第(di)(di)五(wu)部(bu)分(fen)(fen)提出(chu)了(le)相关(guan)保障措施。 

问:《意见》对进一步加强财会监督工作(zuo)提(ti)出的目标(biao)是什(shen)么? 

答:《意见》提(ti)(ti)出了到2025年的(de)(de)工作目标。要(yao)构(gou)(gou)建(jian)起(qi)财(cai)(cai)(cai)(cai)政(zheng)部门主(zhu)责监(jian)(jian)督、有(you)关(guan)部门依责监(jian)(jian)督、各单位内(nei)部监(jian)(jian)督、相关(guan)中(zhong)介机(ji)(ji)构(gou)(gou)执(zhi)业(ye)监(jian)(jian)督、行业(ye)协会(hui)自律(lv)(lv)监(jian)(jian)督的(de)(de)财(cai)(cai)(cai)(cai)会(hui)监(jian)(jian)督体系(xi);基本建(jian)立起(qi)各类(lei)监(jian)(jian)督主(zhu)体横向协同(tong),中(zhong)央与地方纵向联(lian)动,财(cai)(cai)(cai)(cai)会(hui)监(jian)(jian)督与其(qi)他各类(lei)监(jian)(jian)督贯(guan)通协调(diao)的(de)(de)工作机(ji)(ji)制。财(cai)(cai)(cai)(cai)会(hui)监(jian)(jian)督法(fa)律(lv)(lv)制度更加健(jian)全,信息(xi)(xi)化水平明显(xian)提(ti)(ti)高,监(jian)(jian)督队伍素质(zhi)不断提(ti)(ti)升,在规范财(cai)(cai)(cai)(cai)政(zheng)财(cai)(cai)(cai)(cai)务管理、提(ti)(ti)高会(hui)计信息(xi)(xi)质(zhi)量(liang)、维护财(cai)(cai)(cai)(cai)经纪(ji)律(lv)(lv)和(he)市场(chang)经济秩序等方面发(fa)挥重要(yao)保障作用。 

问:《意见》有哪些创新和亮点? 

答:《意见》在深化新时代财会(hui)监督理(li)论(lun)和政策设计上有(you)许多创新和亮点,最突(tu)出的有(you)以下几个方面(mian):

问:《意见》对加大重点领域财会监督力度主要部署了哪些任务? 

答:《意见(jian)》坚持目标导向和(he)问(wen)题(ti)导向,立足于财会(hui)监(jian)(jian)(jian)督在(zai)党(dang)和(he)国家监(jian)(jian)(jian)督体系中(zhong)(zhong)的(de)(de)(de)(de)(de)重(zhong)要作(zuo)用,针对(dui)财经(jing)领域(yu)存在(zai)的(de)(de)(de)(de)(de)突(tu)出问(wen)题(ti),要求切实加大监(jian)(jian)(jian)督力度,为(wei)确(que)保(bao)(bao)中(zhong)(zhong)央决(jue)策部署贯彻(che)落实、严(yan)(yan)肃财经(jing)纪(ji)律、维护财经(jing)秩(zhi)序提供坚强(qiang)保(bao)(bao)障(zhang)。新时(shi)期(qi)财会(hui)监(jian)(jian)(jian)督的(de)(de)(de)(de)(de)重(zhong)点任务有(you)以(yi)下三(san)个方(fang)面:一(yi)(yi)是(shi)保(bao)(bao)障(zhang)党(dang)中(zhong)(zhong)央、国务院重(zhong)大决(jue)策部署贯彻(che)落实。聚(ju)焦深化(hua)供给侧结构性改(gai)革,做好稳(wen)(wen)增长、稳(wen)(wen)就业、稳(wen)(wen)物(wu)价工(gong)作(zuo)等重(zhong)大部署,严(yan)(yan)肃查处财经(jing)领域(yu)违(wei)反(fan)中(zhong)(zhong)央宏观决(jue)策和(he)治理(li)调(diao)控要求、影(ying)响经(jing)济社会(hui)健(jian)康稳(wen)(wen)定发展的(de)(de)(de)(de)(de)违(wei)纪(ji)违(wei)规行为(wei),确(que)保(bao)(bao)党(dang)中(zhong)(zhong)央政令畅通(tong)(tong)。二是(shi)强(qiang)化(hua)财经(jing)纪(ji)律刚性约束。加强(qiang)对(dui)财经(jing)领域(yu)公权(quan)力行使(shi)的(de)(de)(de)(de)(de)制约和(he)监(jian)(jian)(jian)督,聚(ju)焦党(dang)政机关(guan)过紧日子、加强(qiang)基(ji)层“三(san)保(bao)(bao)”工(gong)作(zuo)等方(fang)面存在(zai)的(de)(de)(de)(de)(de)突(tu)出问(wen)题(ti),强(qiang)化(hua)通(tong)(tong)报问(wen)责和(he)处理(li)处罚,使(shi)纪(ji)律真正成(cheng)为(wei)带电的(de)(de)(de)(de)(de)“高(gao)压线”。三(san)是(shi)严(yan)(yan)厉打击财务会(hui)计违(wei)法违(wei)规行为(wei)。从严(yan)(yan)从重(zhong)查处影(ying)响恶劣的(de)(de)(de)(de)(de)财务舞弊、会(hui)计造假案件,强(qiang)化(hua)对(dui)相关(guan)责任人(ren)的(de)(de)(de)(de)(de)追(zhui)责问(wen)责。加强(qiang)对(dui)国有(you)企(qi)业、上市公司、金融(rong)企(qi)业等的(de)(de)(de)(de)(de)财务、会(hui)计行为(wei)的(de)(de)(de)(de)(de)监(jian)(jian)(jian)督,强(qiang)化(hua)对(dui)会(hui)计信息质量的(de)(de)(de)(de)(de)监(jian)(jian)(jian)督,进一(yi)(yi)步(bu)加大对(dui)会(hui)计师(shi)事务所、资产(chan)评(ping)估(gu)机构等中(zhong)(zhong)介(jie)机构执业质量的(de)(de)(de)(de)(de)监(jian)(jian)(jian)督力度。 

问:请谈谈如何抓好《意见》的贯彻落实。
